The Community Noise Mitigation Program offers funding to state and local governments and Indian Tribes to support noise insulation projects for buildings affected by military-related aircraft noise. The program focuses on installing sound insulation, including air conditioning, in eligible structures near active-duty and reserve or guard military installations.
A total of $75 million in funding was authorized by the Consolidated Appropriations Act of 2022. Of that total, $56.25 million is designated for use near active-duty military installations, while $18.75 million is reserved for projects near guard or reserve bases. So far, $13 million has been awarded in the first funding round, leaving the remaining funds available through September 30, 2025.
Entities interested in applying must submit their proposals by July 9, 2025, at 5 p.m. PDT via Grants.gov. Two informational webinars will be offered on June 2 and June 12, 2025, for potential applicants. The program aligns with FAA standards for noise mitigation and lays out selection criteria and proposal requirements in its official Notice.
